Ashiness: is this true?

I was reading a random blog post and saw this facebook comment from someone in reference to black people getting ashy skin:

Ashiness is such an american concept, when I try to explain it to other cultures (black or otherwise) they’re like ‘dry skin???’ and I’m like ‘there’s dry skin, and then there’s ash’ /endrant”

Also, let’s ignore Canada for the sake of this discussion because they’re too close to us… and well… its Canada. 

Is ashiness not considered a vile debilitating nuisance that must be eradicated from the black community on other continents?
